The Building and
Inspection Department ensures that all land uses conform to the comprehensive land use
plan and zoning ordinances, and that all construction in Clute meets all codes adopted by
the City.
For citizens planning
any construction in the City, the following services are available; plan review, permit
issuance, inspections, enforcement of related codes and ordinances. Also, consultation with architects, engineers,
contractors, and homeowners is arranged through this department.
The Inspection Department must also verify that all housing meets minimum housing code standards. This department also provides help for upgrading or removal of substandard buildings.
The Code Enforcement unit is responsible for policing uncontrolled growth of weeds, accumulation of rubbish and unsightliness caused by junked/abandoned vehicles in public view, signs, nuisances, and health inspections of food and day-care establishments, etc.
BUILDING
PERMITS
(GENERAL GUIDELINES)
Building Permits are required for most types of construction within the City. Before commencing with any work, check with the Building Department to see if a permit is required.
To obtain permits you will need to appear at City Hall with plans and/or a sketch that provides the following information:
NEW RESIDENTIAL
1. Legal plot plan showing all set-backs and easements, etc. as per zoned and location of house. Size and shape of lot. The construction planned on the lot and any existing structures. The distance from the building to the property lines in all directions.
2. Building plans, showing foundation, wall sections, roof structure, elevation, beam layout, plumbing fixture layout, electrical layout, floor plan, joist and rafter with size and spacing.
3. Appropriate application, filled out properly and completely. Name and address of owner. If new property; lot, block and subdivision. Name(s) of contractor(s) for building, plumbing and electrical work. Plumbing and electric outlets. Size of water meter, if other than 3/4 inch.
NEW COMMERCIAL
1. Legal plot plan, showing building location, including all set-backs and easements.
2. Parking lot plan, showing all spaces and indicating the size, as well as which spaces will be designated for the handicapped.
3. Landscaping plan, indicating the square footage of each landscaped area. Plan should include the total square footage of existing buildings and total square footage of site.
4. Architectural drawings. Required by the Texas Architectural Act.
5. Engineered drawings. Required by the Texas Engineering Act.
6. A basic code review as per the
Standard Building Code. Examples include:

7. Appropriate application filled out properly and completely.
8. Additional requirements may be necessary depending on the individual circumstances.
Further information will be taken on your visit to provide permits for building, electric, plumbing and tap fees.
All electrical, plumbing and mechanical work performed in the City of Clute must be by licensed contractors. Permits for electrical, plumbing and mechanical work must be obtained from the City of Clute either by the property owner or contractor.
ELECTRICAL: Master, Journeyman and Apprentice electricians must be licensed by the City of Clute. Journeyman and Apprentice electricians must work under the direct supervision of a licensed Master electrician.
PLUMBING:
MECHANICAL: All air conditioning and refrigeration contractors engaged in the design, installation, construction, maintenance, service, repair, alteration or modification of a product or of equipment in environmental air conditioning, commercial refrigeration or process cooling or heating systems or ventilation within the City of Clute must be licensed as an air conditioning and refrigeration contractor by the State of Texas and must be registered with the City of Clute.
